Migrate pfp.red redirects to Fastly

There are a set of redirects in https://github.com/crutchcorn/pfp-redirects that we should move to Fastly so that they occur "at the edge"

These should be written in VCL, which would need to be configured in https://github.com/playfulprogramming/infra
