Drop the `/info` chat command

🎯 Aim

The aim is to totally remove all related code regarding the /info spfx Chat Participant command and in the docs replace it with guidance that should recommend using CLI for Microsoft 365 MCP server instead, if someone would like to retrieve information about their tenant and manage it

@pnp/spfx-toolkit-maintainers I generally revisited this idea and I propose NOT to recreate it as an LM tool that we maintain. Instead, I suggest just removing it and if someone is looking for this functionality, the recommendation would be to use CLI for Microsoft 365 MCP server instead.
This would be a breaking change and this means we would need to release a v5 to ship it.
