Add License check to CI pipeline

But also check license headers and such (similar to RAT plugin in mvn)

Do we also want to check JS dependencies? We can add RAT once we make a decision on the header discussion and fix up all the files. Something else to check?

JS makes sense as well, I think. And yes, later perhaps RAT.
