What is this COPYING file?

I looked into the COPYING file but did not recognize which license it is.
I search for it on Stockolm university website but did not find any helpful information in the English version.
In the src directory, source files indicate it is licensed under the Apache-2 and BSD-3-Clause licenses.
The commit message that introduces COPYING does not help either. To add this project to buildroot, I must name the license. Example of such names: Apache-2, MIT, GPL-2.0, BSD-3-Clause.
Here I don' t know what to put with regards to this COPYING file.
