Users are confused on silent failures due to minimum pddc balance being insufficient. We need to inform the user at the relevant touchpoints.
- on labeling & self-assign, possible add a short comment with "cloud account pddc balance check: result: success / failure."
- on failure case: "To resume, buy more pddc credits to increase your account balance above the minimum reserve of $XYZ"
