Python package publish failing #48

The Python package publish workflow is failing during release.
To investigate
- Check the GitHub Actions logs for the most recent release
- Identify the failure point in the PyPI publish step
- Determine if this is a PyO3/maturin compatibility issue with reqwest 0.13 or another cause
Context
This started after the reqwest 0.13 upgrade (v0.9.2 release).
