ReferenceError: hoverEffect not defined... don't understand

Hi!

I followed this tutorial to build the distortion on hover: [https://www.youtube.com/watch?v=hTjhqxulhP8&t=387s]. But I always got this error message: ReferenceError: hoverEffect is not defined. I've installed Three.js and Gsap using npm because I used them to create other effects, so I didn't write the cdn links for them in my html file.

Could you give me some information to resolve this issue. I tried a few ways, but still got this problem.
