Create `marmite` template repository for GitHub

GitHub supports the creation of repositories from templates Here is the documentation for creating template repositories.

Following #216 for GitLab, a marmite template with GitHub Actions and hosted with GitHub Pages would simplify the development of marmite projects on GitHub.

Is it worth documenting in README and at the Marmite blog? Also I don't know if there's any marketplace/showcase for GH repo templates
