Notify Person via email when invited to new Group (fosterer, admin, super_admin) #1429
Description
If a Person is invited to join an organization as a Fosterer or Staff (admin, super_admin), and the User / Person with the matching email does not exist, the User and Person are created. An invite email is sent. No other flow's currently have an email notification set up.
TODO:
Create an email notifying the person that they have been invited to be a "Fosterer" or "Admin" or "Super Admin" for the following cases:
Person already exists within the organization in a different Group (e.g. :adopter)
User exists (global scope) but no Person in this org
