New settings option: shell

Hi, I am a big fan of Fish.

I see that this shell is not supported by this extension, or even the regular runme, IDK

this is a feature request:

• have the ability to define a shell at the project (and user) level

This will help users to have their own default shell, but in the project they can use a valid one.

It is possible to set a custom shell per markdown document or even a specific cell. Here are the docs: https://docs.runme.dev/configuration/document-level#set-custom-shell

However, fish is not supported yet because unlike zsh, bash, and friends, fish is not POSIX-compliant and would require specific integration development. It's unclear if it's feasible and we don't have it scheduled on the roadmap.

Yes, I’m aware that this option can be set for an individual file.
However, I’d like to configure it for the entire project I'm working on in VSCode.
