Suggestion: cache subscription proxy list

Hello.
I have a proxy list that is accessible only via LAN IP, and some machines can get it only after connecting to our VPN.

Is your feature request related to a problem? Please describe.

The problem is that if you open a browser an the subscription proxy list isn't available at the moment, you get no proxies.

Describe alternatives you've considered

I think it would be reasonable to save proxies provided by subscription lists and only rewrite\remove them in case of successful update.

The problem is that browsers give little storage space for extensions to store the settings. So that was the decision to not save the subscriptions list.
If that has changed, I might need to revisit this at some point.

Sad.
I have one of my browsers configured not ever connect without proxy, so i had to add a default proxy manually for it to be able to download the list after restart.
