GPR Publishing Issues

When trying to publish to the GPR, `npm ci` fails as it's apperently unauthorized to fetch the `@server-state/types` dependency from the GPR (cf. https://github.com/server-state/auth-jwt-server/runs/385831116).

I've disabled publishing to the GPR for now, but this is something that we should fix before v1.0
