Keep file cache relatively fresh with an async request after load #9
Description
- Load configs from local file cache for speed
- request the latest from etcd server, update file cache
- fire an event or events when the latest configs are fetched that can be subscribed to
- cache updated
- current cache is stale
- current cache matches etcd
