Black configuration change does not invalidate cache

The logic to skip tests is based on the mtime of tested files. However, the test outcome can also be affected by Black's configuration in pyproject.toml.

This may not be a frequent scenario in an established project, but I think it would improve the experience for users who are adopting Black itself at the same time and considering options such as line length.
