Fix MaxMind integration

MaxMind changed how we download the database: https://blog.maxmind.com/2019/12/18/significant-changes-to-accessing-and-using-geolite2-databases/

Need to:

• Fix the download process for the MaxMind DB https://dev.maxmind.com/geoip/geoipupdate/#Direct_Downloads
• Allow the build to continue in the absence of MaxMind DB access, if the required vars aren't set.
• Allow the application to fail around an absence of the MMDB.
