Add smooth scroll with Offset values

## Summary
Some of the sections get cutoff once scrolled. To fixe this, we have to add offest values so it will be scrolled keeping a little gap on the top. (will explain this in call)

- Able to add offset values to get scrolled to
- Scroll correctly to that position once clicked on a navlink
