Create a template function for translating `std::vector<T>` to `jsi::value` in JSIConversion.h

As describe here: https://github.com/software-mansion/react-native-executorch/pull/781#discussion_r2763520166 we have unified translation from jsi to C++, now we need to do similar for opposite direction.
