Audit MoveOnOrg/Spoke open issues and PRs

Do a thorough audit of the open issues and PRs on the MoveOnOrg/Spoke repo. Copy relevant issues over, merge what PRs we can, create new spokecommunity/Spoke issues for merging PRs that have unmet dependencies or need more work.

I will do a first pass and flag ones in comments here that I think might be good easy wins to merge in here before splitting the packages, refactoring, etc.
