Extend proposal format for DA proof data

Extend the proposal message format to include DA proof data if necessary.

Tasks:

• Update the proposal streaming logic to handle larger payloads
• Modify the block format to include the DA commitment
• Ensure validators can validate the DA commitment
• Update the proposal reassembly process
