Stop opening a new tab/window when restarting the server

I'm always frustrated when Storybook decides to open a new window when I restart the server because I can't tell if it's running or not.

Developing on the monolithic web project instead at least that can reuse the same window.

Additional context

I'm tired of having 20 million Storybook tabs open. It is a solved problem, I can restart every other server I'm running and it will refresh the window or at least the console won't say that I have an error from 10 days ago
