Add benchmarks for the framing layer, focusing on the transition from raw byte streams to concrete frame representations and vice versa. These benchmarks cover the full end-to-end lifecycle for both handshake frames and Sv2Frame variants, from ingestion through decoding and encoding.

This also serves as a foundation for evaluating performance differences between the in-house buffer_sv2 implementation and the standard global allocator backed buffers
