[OPS-SCRIPTS] tooling for creating gov actions for batch-setting min deposit #1847

What & Why
In order to create gov actions for applying min deposit for many tokens, additional tooling is needed.
The input format is to be defined by https://github.com/superfluid-finance/superfluid-stories/issues/699.

- Existing or new ops script which parses a list of super tokens and min deposit values and creates a corresponding batch gov action
