Prototype: "Pinned map" experience #2899

@DerekCaelin

Description

@DerekCaelin

Prototype a "pinned map" experience in which a chapter layer and map layer are always visible, and the chapter slides under the map.

The goal of the prototype is to try to build something small, expending low effort, in order to determine whether we want to invest more effort in a more polished outcome.
