Sync our build solution back to our template repository

Context

We are missing some build and test tooling from other projects, that speed up our development cycle.
We should update this with latest best practices from our template repository.

Tasks

• blocked by first release of https://github.com/techservicesillinois/template-repo-sync
• run the new borg command from template-repo-sync to update this repository
• open issues in template-repo-sync for any issues encountered
