Add possibility to prevent sanity checks

## Summary

Sanity checks for withdrawal credentials, balance etc. are running by default. However, there should be a global option that these can be deactivated in case the user doesn't want run them or there is no beacon node connection available.

## Implementation

* add global option `--no-plausibility-check`
