Describe the motivation
Why not google-noto-{sans,serif}-cjk-fonts / what's the difference?

1. Source Han Sans uses OTF (PostScript outlines, which supports cubic bezier curves), while Noto Sans CJK uses TTF (TrueType outlines, only supports quadratic bezier curves).
2. Source Han Sans supports the LOCL OpenType feature; "Source Han Sans" will choose the shape based on the text language.
3. Source Han Sans uses Source Sans 3 for latin characters, while Noto Sans CJK uses Noto Sans.

These are both already in Fedora, is there a reason they need to be in Terra as well?

@Owen-sz The reason for this is as I explained in 2. Fedora does not offer OTCs (which include the LOCL OpenType feature). Fedora does not have variable fonts either.
