Relative links and i18n

I am running a static generated site via HUGO, and would like to check for dead links. However we have multi-lingual support, and can not hard-code in /en or /cn for our base-uri. Is there a best-practice, or method I am missing to be able to accomplish this?
I also understand if this is out of scope.
