is the rust template missing an underlying compiler?

executing cargo run using the rust template shows

linker `cc` not found

adding gcc to the list of DevShells packages fixes the issue.

I'm new to the Nix ecosystem. is gcc or similar not part of the template for flexability (letting the user choose) or am I misunderstanding the error?
