PostsComponent date related expects are failing on CI server (PhantomJS)

On the CI server (which runs PhantomJS) the PostsComponent spec is failing on a date related expect

00:54:29 .�[1A�[2KPhantomJS 2.1.1 (Linux 0.0.0) Posts List Component Test Suite should test that 2 posts are rendered in the component FAILED
00:54:29 	Expected 'Thursday, August 25, 2016, 2:14 AM' to be 'Wednesday, August 24, 2016, 10:14 PM'.

This does not occur locally running in Chrome

There must be something up with how PhantomJS parses dates compared to Chrome.
