Description

I propose adding the Owl Search Algorithm (OSA) to the library.
Suggested location: mealpy/swarm_based/OSA.py

OSA is a metaheuristic optimizer inspired by the silent hunting behavior of owls.
The algorithm models prey localization using sound intensity and distance-based movement combined with random environmental noise, which helps balance global exploration and local exploitation.
