Scroll bar in emails flickering when going downwards

Steps to reproduce

1. Open an email that is longer than the device's screen is tall.
2. Scroll downwards.
3. See the flickering.

Expected behavior

The scroll bar does not flicker when scrolling in either direction.

Actual behavior

The scroll bar to either side of the indicator flickers when scrolling down. It does not flicker when scrolling up.

I have a screen recording, but it failed to upload.
