Bug Report
We would like to kick off testing PRs that contain commits by external collaborators without directly approving them to be merged.
AT1 had a feature that allowed to do this by setting the label "AT: PRE-TEST INSPECTED".
This functionality seems to have been lost in the transition to AT2.
Related question: Do we document somewhere who can approve PRs and what steps are required for external users?
