Review editorial process

The editorial process is currently documented on Google Drive.

Given we're now live-ish with v0 (v0.5?), the WG is sort-of complete. We should review the editorial doc, make sure it's fit for purpose, then think about moving it into the GH repo and displaying near the glossary itself.

Suggestion:

• Working Group works through changes & merges PRs etc for next release, discussing on GitHub and uk-tre-glossary list as required
• When a release is ready announce to both uk-tre-comm and uk-tre-glossary lists, and any other relevant community channels, that a release is planned in e.g. 3-4 weeks. Announcement should include an itemised list of all changes, anda request for objections.
