To prevent cronjobs from causing issues in an idled environment by trying to run tasks or other things on resources that may not be available, we should change the active state of cronjobs to false when an environment is idled

Since I was looking at this code in ssh-portal yesterday, maybe it makes sense to add idling labels on cronjobs when implementing this? That way it makes it easier to select the cronjobs that need to be unidled.

We're going to do some refactoring on how this works to make it easier for the ssh-portal and ssh service in core to handle unidling processes without needing to know which things specifically need to be unidled and how.
