make insights remote not fail if it can't access the broker

Currently, if insights-remote experiences an issue contacting the broker (we see this in the lint-test github action in lagoon-charts) it terminates. We may also see this in situations where lagoon-core-broker needs restarting.

If we can make it more closely replicate the remote-controller behaviour - i.e. sit there and patiently wait to get reconnected it may be beneficial.
