insights-remote doesn't collect insights on images that aren't built

In cases where Lagoon doesn't build images (eg solr, redis etc) - these bypass the insights collection process and aren't reported in the UI or API.

We may need to look at the skopeo copy process in build-deploy-tool to capture the image https://github.com/uselagoon/build-deploy-tool/blob/main/legacy/build-deploy-docker-compose.sh#L1294
