Create a single CLI to encompass all waSCC tooling

This tool should enable all developer and operations tasks related to waSCC, lattice, and gantry. It will supercede all existing binaries with the exception of the waSCC host binary itself:

• Key generation and management (previously nk)
• Actor module signing (previously wascap)
• Module security inspection and verification (previously wascap)
• Lattice client - all features (previously latticectl)
• Gantry client - all features (previously gantry)

This new binary should be called wcc (waSCC Controller), wc is not used because that's a standard *nix tool (wordcount)
