It seems that the test asserts that zero-height blocks aren't considered class A break points. I cannot find this in any spec.

If a regular forced break is allowed between zero-height blocks:

  <div style="height:0;">Previous page</div>
  <div style="break-before:page; height:0;">Next page</div>

... then so should named pages too, I think?

  <div style="page:a; height:0;">Previous page</a>
  <div style="page:b; height:0;">Next page</a>
