Upgrade Rollup to new major version

Currently the rollup dependency being used is on version 1.21.4 the newest version of rollup is 2.26.5

Also the plugins rollup-plugin-node-resolve, rollup-plugin-commonjs and rollup-plugin-babel are deprecated and no longer maintained you can see a list of new rollup plugins here
