Rework statistic routing into action modules

Currently all of the statistics hook is defined in `Cachex.Stats`, which leads to a lot of edge cases which aren't ideal.

We should explore embedding the statistics registration in the actions module, because it'll make it easier to maintain in a silo. I'm not sure if this will actually make it in, but I think it's worth looking into.
