turning off vga in Xen Orchestra or setting vga=none key in platform parameter does not disable assigning virtual vga pci device to the vm #744

Turning off VGA in XOA changes vga: std to vga: cirrus in the VM parameters, removing vga key completely still results in the PCI device VGA compatible controller [0300]: Cirrus Logic GD 5446 [1013:00b8] being created in the VM

setting vga=none results in Cirrus being created in the VM

I'd expect the result of this action would be no [1234:1111] or [1013:00b8] being created in the VM
