[Node24] Windows icu-small build crashes on GH actions

When building Node24 on Windows GH action runners with the "small-icu" setting the ICU codegen tool crashes with an AccessViolation.

The current workaround is to build with the full ICU, which significantly increases binary size.

Things to try:
- switch to newer Windows image (2022->2025)
- investigate toolchain versions in detail
- try to reproduce in a local windows dev environment
