Looks like you need to install cuda toolkit.
You may check out this page to install it via conda (perhaps the easiest way): https://anaconda.org/nvidia/cuda-toolkit.

I think pip extracts the path from your system's PATH environment variable. The gridencoder package itself does not manage this.
