Pinned tabs reset to incorrect URL (pinned URL changes) #12281

- I have checked that this issue cannot be reproduced on Mozilla Firefox.
- I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.
What happened?
On occasion (generally noticed when rebooting my PC) some of my pinned tabs update to the incorrect URL.
I should clarify that this is different from a related issue, which is where pinned tabs do not reset at all on startup.
In my case, the "pinned URL" of the tab changes, i.e. if I right-click and select "Reset pinned tab", it does not reset to the original pinned tab. Rather, it permanently will reset to what the tab was when I was last using the browser.
Expected behavior
It should remember what the pinned URL is, and reset to the correct URL.
Actual behavior
It seems to forget what the original pinned URL is, and changes it to whatever the URL was when the browser was previously used.
Steps to reproduce
It is difficult to reproduce. For me, what causes it is:
- Use Zen for a few days.
- Restart my laptop a few times over these few days.
- Observe that 2 or 3 of my pinned tabs have had their reset URL changed.
