Set minimal gas limit per chains

https://github.com/zeta-chain/protocol-contracts/pull/500 raises the min gas limit to 100k for withdrawAndCall globally.

But we should be able to define values per chains, for example, Sui would typically use 10k as a min, while Solana would use a value higher than 250k
