Some construction sites aren't linking to a territory flag

There's a handful of construction sites that have a null territory flag ID. The only time this should happen is if the construction site blueprint is a territory flag. These ones aren't, so that's a problem.

It could be related to transferring ownership of a territory but the more likely scenario is the code is picking up the wrong territory marker to link to, or not finding one at all.

It is the later, i have 17 constructions made in my territory, i'm trying to make a 18th and it does not detect my territory.

What happens? Do you get a construction site with only territory markers displayed? Or does something else happen?

I can now build again, seems to be fixed.
