Description

This PR adds initial Telugu (te) localization support by introducing basic translated strings such as login, logout, and welcome and so on..

Changes

Added app_te.arb with initial Telugu translations
Followed existing localization structure and conventions

Notes

This PR intentionally includes a small, focused set of translations
More Telugu strings can be added incrementally in future PRs
