I'm not against creating artifacts for PR purposes. But I don't like the black magic of PR comments in this PR. |

Introduce a nightly comment workflow for pull requests that posts download links for artifacts, improving visibility of available binaries. Enhance the formatting of artifact download messages by grouping them by OS and architecture. Add a condition to skip Docker builds on pull requests to optimize the workflow. Include a note in the documentation about the new PR builds publishing binary download links.
