Remove Create, Edit, Delete Signature functionality from Android
Fix android signatures download issue.
- Intercept SignatureDialogFragment to prevent showing create signature dialog - Hide Create, Manage, and Delete buttons in SignatureSelectionDialog - Users can only select from pre-loaded signatures
