This PR increases the stabilization delay after creating a new Event Hub resource in test infrastructure to reduce flakiness due to eventual consistency in the Event Hubs service.
Changes:
- Increased the post-creation delay in
EventHubScope.BuildScopeWithNewEventHubfrom 5 seconds to 10 seconds to give the Event Hubs service more time to recognize newly created Event Hubs.
